Call for Review for adding an assumption to "Visible label is part of accessible name"

Hello ACT rules,

This is a small Call for Review for a small update to "Visible label is part of accessible name":

This adds an assumption that resources needed to render the page are not missing (notably that there is no missing images rendered as their alt text).
