Call for review: Link has name: Fix missing tabindex on passed example 2

Hey folks,

This pull request addresses a keyboard accessibility issue of one of the
test cases of the Link has accessible name rule. This is because our policy
on test case simplicity vs accessibility changed since this rule was
written.
