Call for review: table-header-has-assigned-cells: Remove H43 from mapping

Hey folks,
This pull request removes technique H43 from the table header has assigned
cells rule. While related, H43 doesn't necessarily fail if the rule fails,
so having it in the accessibility requirements mapping is not correct.
