CFC: Updated rule publication process

Hey folks,
After lots of feedback, I think the updated process for publishing ACT
rules on the WAI website is ready. This new process brings the ACT Task
Force and the ACT-Rules Community Group closer together, and should
streamline how rules get published. This document replaces the rule
publication process of both groups.

This final call ends on Sunday April 18th. If you agree with the change,
respond with "+1". If you have objections that you can not live with,
respond with "-1".
