Final call for new rule "No keyboard shortcuts use only letter, number, sign or punctuation keys"

Hi ACT-Rules community,

We have another new rule approved for publication: No keyboard shortcuts
use only letter, number, sign or punctuation keys [1]

This rule checks that it is possible to disable any changes to the content
of the web page resulting from a single key keyboard based event.

The final call will end on September 17, 2020. Until then, if you have any
concerns, please put in your "changes requested" on the pull request.
