Final call for new rule "Inline link has either distinguishable style not based on color (hue) alone or content that indicates it is a link"

Hey ACT-Rules community,

We have a new rule ready: Inline link has either distinguishable style not
based on color (hue) alone or content that indicates it is a link
<https://github.com/act-rules/act-rules.github.io/pull/1010> [1]

This rule checks that inline links are distinguishable from the surrounding
text through a difference in style not based on color (hue) alone or have
content that indicates they are links.

Final call will end on November 9, 2020. Until then, if you have any
concerns, please put in your "changes requested" on the pull request.
