Hi, ACT-Rules community,

The "Link has non-empty accessible name" rule has been updated as follows,
following TF feedback:
- included example with <a> without href
- improved examples and descriptions

The updates can be checked in this pull request:

The final call will end on June 3, 2020. Until then, if you have any
concerns, please put in your "changes requested" on the pull request. Also,
implementations (or updates to existing implementations) are encouraged
