Final call for updates to the "meta viewport does not prevent zoom" rule

Hi, ACT-Rules community,

The "meta viewport does not prevent zoom" rule has been updated as follows:
- Moved Failed Example 5 to Passed Example 5 because negative values for
the maximum-scale property result in it being dropped, therefore no value
is set for maximum-scale
- Updated example descriptions
- Other minor editorial changes

The final call will end on May 14, 2020. Until then, if you have any
concerns, please put in your "changes requested" on the pull request. Also,
implementations (or updates to existing implementations) are encouraged
during this period.
