Final call for new rule "Error message describes invalid form field value"

Hi ACT-Rules community,

The following rule has been approved for publication: https://github.com/act-rules/act-rules.github.io/pull/727 <https://github.com/act-rules/act-rules.github.io/pull/727> 

This rule checks that text error messages provided when the user completes a form field with invalid values or using an invalid format identify the cause of the error or how to fix the error. 

The final call will end on April 6, 2020. Until then, if you have any concerns, please put in your "changes requested" on the pull request. Also, implementations are encouraged during this period.
