Final call for new rule "Device motion based changes to the content can be disabled"

Hi ACT-Rules community,

We have another new rule approved for publication: Device motion based
changes to the content can be disabled [1]

This rule checks that it is possible to disable any changes to the content
of the web page resulting from device motion based events.

The final call will end on July 14, 2020. Until then, if you have any
concerns, please put in your "changes requested" on the pull request.
