Final call: Add WCAG non-interference as requirement to rules that need it #1395

Hey folks,
Taking this one over from Jean-Yves, who is on vacation.

This PR adds the WCAG non-interference conformance requirement to the
accessibility requirements mapping of two rules. This is based on feedback
from the ACT Task Force. This final call lasts until August 2nd. If you
