Final call for new rule "Link in context is descriptive"

Hi ACT-Rules community,

The following rule has been approved for publication:
https://github.com/act-rules/act-rules.github.io/pull/555

This rule checks that the accessible name of a link together with its
context describe its purpose.

The final call will end on February 14, 2020. Until then, if you have any
concerns, please put in your "changes requested" on the pull request. Also,
implementations are encouraged during this period.
