Can you tell I was busy yesterday? Thanks for all the quick reviews! This
pull request adds SC 1.2.8 to a rule that also tests SC 1.2.3. Essentially,
if a video has neither an audio description, nor a transcript, it also
fails SC 1.2.8 which requires audio description. This PR adds an example
that demonstrates how to do this correctly. The final call ends on August
