Final call for new rule "Object element has non-empty accessible name"

Hi ACT-Rules community,
The following rule has been approved for publication: https://github.com/act-rules/act-rules.github.io/pull/1279
This rule checks that each `object` element has a non-empty accessible name..?
The final call will end on May 14, 2020. Until then, if you have any concerns, please put in your "changes requested" on the pull request. Also, implementations are encouraged during this period.
