Final call for new rule "Links with identical accessible names and context serve equivalent purpose"

Hi ACT-Rules community,

This rule checks that links with identical accessible names and context resolve to the same or equivalent resources.

The final call will end on April 22, 2020. Until then, if you have any concerns, please put in your "changes requested" on the pull request. Also, implementations are encouraged during this period.
