Update: ACT Rules vs ACT Website code has been split

Hi ACT Rules Community,

At our F2F on 25th September 2019, we decided to split the repository in
such a way that Rules repository was separate from website/ implementation
repository, to reduce the noise in the Rules repository & PR's.

This work has now been *completed* & all the plumbing to trigger builds and
publish the website accordingly as and when either of these repositories
changes is also completed.

I am putting together a document which will live within the website
repository explaining all the engineering side of things that holds this
all together.
