RE: Final call for rule "Image has accessible name" (23a2a8)

So, I messed it up, merged it too early, reverted the merge [actually, Jey and Wilco did that] and re-opened a new Pull Request:

Because it’s the exact same changes as the ones that were accepted in 831, I’m putting it directly in Final Call, with a deadline on September 11 (2 weeks from today).
It will still need 3 Approval (Audrey, Brian, Carlos, Wilco, you approved 831, can you re-approve 852?)
