Call for review - Draft charter

Hi everyone,

It took some time, but I have finally made a draft charter for the group
clarifying and listing out what the group is about and other things
required from the charter. You can read the draft here

This is based on the recommended W3C charter template
<https://w3c.github.io/cg-charter/CGCharter.html>.

I would request all to just go through the charter and discuss any issues
or scope for improvement in this mailing list. If and once things look
good, then I would make a final version of it and request the W3C staff to
link to it in the community group home page.

I see this as a first step towards improving web standards from an ad
blocker perspective by highlighting the ad blocking use case to various
spec groups and delivering relevant technical suggestions.
