functional needs comment updates

Mary Jo Mueller and I have been working consolidating the WCAG 2 
Migration documents to the Notion database that Alastair Campbell 
created.  As we worked on consolidating the Functional and User Needs, 
we saw needs that were not in the Main Functional / User Needs and 
Outcomes document

While we didn't capture everything from the beginning of our work, we 
did start as we saw more divergences from the Functional Needs doc.  We 
put them in as suggestions so that they would be easier to find.  We 
will continue to do this as we work on the Migration project.

I hope you find it helpful.  Many of the missing items came from the 2.1 
Understanding documents.
