Reactivating Functional Needs subgroup

As I've been saying in Silver TF calls for a while, I think it's time to 
reactivate the Functional Needs subgroup. Joshue and I have been doing 
some work on FAST user needs that relates to the Silver user needs, and 
we'd like to tie them together, get feedback, and start formalizing this.

To start, let's check on times we can get together for teleconference 
again on a regular basis. I've set up a poll:

The dates are for next week, but think of it as a recurring time when 
you respond. The current participant list spans 9 hours of time zones, 
so options are clustered in a small range.
