Functional needs mailing list

I have set up this mailing list for the Functional Needs sub-group. The 
archives are publicly visible and publicly postable, but subscription is 
limited to people who explicitly wish to join the sub-group. The list 
address is public-a11y-functional-needs@w3.org and archives are visible 
at https://lists.w3.org/Archives/Public/public-a11y-functional-needs/.

We agreed on a bi-weekly coordination call, starting 25 June 2020. Call
