Propose no Functional Needs check-in today

I propose not doing the standing functional needs call today. I don't 
know that we've made enough progress on tasks to need discussion, and I 
need to focus on the Silver draft. In the near future, there will be 
more for this group to do. Over the next week, please:

  * Review the master list of functional needs and put in comments /
    questions in the doc

    or raise on this mailing list
  * Review the functional outcomes in Silver content proposals and
