Minutes Functional Needs 6 August 2020

Highlights:

  * Make sure TF is clear on meanings of "functional need", "user need",
    and "functional outcome"
  * Include functional needs that relate to the functional outcomes of
    included guidelines for the FPWD
  * Everyone in TF should review the master list of functional needs in
    the next 3 weeks, put in comments / questions in the doc
