Re: Working Group Last Call: Incremental HTTP Messages

Thank you to all those who have provided reviews and comments.

Based on the feedback, the authors have submitted a new revision of
the Incremental draft, as linked below.

The new revision incorporated
https://github.com/httpwg/http-extensions/pull/3301, which made the
following changes:

* allows use of `Incremental: ?0` for the sender to indicate
explicitly that messages can be buffered
* clarifies that structured headers parameters can be used to extend
the meaning of "incremental"
