Yes, and evidently some gateways do this.  But we are having this conversation because in practice that behavior isn't good enough.  Many gateways today never buffer message content, because they know that some of the messages need incremental forwarding, but they don't know which ones.  Adding "Incremental: ?1" doesn't fix this, so those intermediaries can't do anything useful with the "Incremental" header unless it has specified "?0" semantics.
