The intended publication status is not indicated, only hinted at "proposed standards", but can the WG do BCP ? experimental ? `The Working Group Chairs judge that there is consensus to take on the item;` and `The Area Director is informed of the addition.` are obvious IMHO, i.e., let's remove these 2 bullets. `the chairs may ask that some discussions be moved off-list to avoid interfering with specification work.` seems to leave the door open to board and subjective interpretations, i.e., creating friction in the WG.
