If you want to create a competition for access, PoW might make sense. If you're interested in regulating who has access to content based on something other than auctioning it to the highest bidder, it seems like a very bad answer, especially given its generally bad side-effect of resource consumption. Credentials that are reliably issued, effectively revoked, and match the actual access goals, seem like a better approach to explore for the use case.
