I support progressing this document.

The only comment I have is that sections 2.3. Conditional Requests and 2.5.
Range Requests feel a bit short. It took me a few passes to properly
understand what their implications on the responses are. Expanding these
paragraphs or adding corresponding examples to Appendix A might help,
although I can understand if others don't see that as necessary. Otherwise
the document reads very well!
