The draft currently refers to draft-ietf-httpbis-rfc6265bis-07, for
which it's not really clear when we'll be done with it.

Are we ok with *this* document sitting in the RFC Publication Queue
until it is ready? Otherwise it might be wise to reference RFC 6265
instead...
