Structured header tests

I've just started to pencil in what a test suite for Structured Headers parsers might look like; see:
  https://github.com/httpwg/structured-header-tests

We used a similar approach for testing JSON Patch, and it worked pretty well.

Thoughts? PRs very gladly accepted.
