I’m not thinking in terms of web sites, web browsing etc. There are many applications of HTTP that do not depend on websites. Such services or APIs may be able to benefit from a standardised header-based mechanism, one that gives due consideration to privacy and security concerns.

There are user agents that do not include JavaScript interpreters. They may be on constrained environments where inclusion is not possible. In such cases, the opportunity to transmit geolocation without the burden of JavaScript may be attractive.
