Not a bug -- intentional change to reduce dependencies between parts. The "transfer-parameter" is ABNF. They are still parameters, in prose. The real problem is that the draft is pointing to the wrong RFC: https://tools.ietf.org/html/rfc7231#section-3.1.1 ....Roy
