Hmmm that text is kind of jibberish anyway.  It needs review!

Maybe:
A deployment of HTTP/2 over TLS 1.2 MUST NOT use any of the cipher suites
that are listed in <xref target="BadCipherSuites"/>

But for the actual intent, I'm OK with either MUST NOT or SHOULD NOT
