I (iij-http2) have already implemented CONTINUATION since it firstly came since draft-05. At every interop, I made several tests of HPACK+CONTINUATION with Chrome and Firefox by using iterative Ajax requests to add new headers with increase of thier header values. As browser folks did great jobs at every interop, there were only tiny issues at CONTINUATION in the past and all tests worked fine after resolving several bugs. I agree that CONTINUATION is not so much easy, but through my past interop tests, I think the current spec of CONTINUATION is enough to be stable and it does not cause serious issues in the future.
