It also makes sense not to include unneeded information in the User-Agent field for privacy reasons: a couple of years ago research showed that the combination of user-agent and plugins along with their versions as exposed in the User-Agent was relatively unique across users.
I agree with Martin that that information belongs to the realm of the application, not to the protocol.
