I don't think that we need to standardize this, but servers could just include If-Match in their PUSH_PROMISES. Then clients have an etag upon which to base their RST_STREAM decisions. Of course, that would depend on the server wanted to encourage clients to send RST_STREAM. No point encouraging RST_STREAM if it's only ever going to arrive late.
