I forgot to mention that I discovered this draft reading about the APPS 
area activities in Stockholm.

There is a BarBof about "Applications in resource-constrained networks" 
(<http://trac.tools.ietf.org/area/app/trac/wiki/BarBofs/IETF75/6LowApp>), 
and a problem statement is outlined in
