Summary of Discussion: The Last-Mofidied header is not needed in a 304 response. If-Modified-Since can only carry a single date entry (typically provided as a Last-Modified header) and hence a 304 response will always validate that particular object. It would therefore be redundant to require that the server returns a Last-Modified header.
