Issue: BYTE-RANGE -- resolved?

The BYTE-RANGE issue in the Issues List appears still to be open.
(Briefly, at issue is whether fewer response headers may be returned in
response to byte range requests that contain If-Range.)  It got brief
attention at the Memphis IETF, and I thought someone was going to post
a proposal, but I don't recall seeing any.  Where do things stand?
