PEP Draft 2 available

A February 22nd draft of PEP is available as a W3C Working Draft and in  
Internet-Draft form (submitted, but no receipt yet) from:

	http://www.w3.org/pub/WWW/TR/WD-http-pep

The main differences are more text on registration policy, appendices on  
minimal compliance and an implementation model, and a new scoping construct  
for requests, the {for *uri} list.

The last is a list of URI prefixes to which a PEP request should apply --  
hence the debate with Phill that led to the URI-pattern draft :-)
