Let's remember that for the HTTP/1.0 draft, we are describing how software
has historically acted. It sounds like we should say:

   Some HTTP/1.0 software is known to truncate requests
   that were longer than the software knew how to handle.

And, of course, this chain of discussion is relevant for how we went to
tell people to do it in HTTP/1.1.
