Not at all.

It's good to support multiple localizations, but, nothing more
than that.

Don't you want to use your native language and several other languages
with a plain text editor? Yes, I do, of course.

That is, neither http nor uri has almost nothing to do with
internationalization, because most of the internationalization
is necessary at the plain text level.

The only remaining internationalization is, perhaps, to have an
http mechanism for negotiation of languages through language tags.
