Request for meeting at IETF in LA

The preferences of the HTTP Working Group as for meetings in Los
Angeles are:

Must avoid: html, wts, mimesgml, urc
Should avoid: asid, drums, receipt, mhtml, dnsevolve, tcpfix, mailext, ipay

and, if they are meeting: URN, and 'template system'

The following captures additional preferences:

  a) strongly prefer two adjacent days for HTTP, both 'not Monday'
  b) prefer all web-related WGs (html, wts, ipay, http) on adjacent days
