Further, it was not implemented in many places, so it isn't really
appropriate for the 1.0 draft. Worse yet, the Internet-Draft for it has
expired and isn't available on the IETF server.

I think that it isn't really part of what people think of as HTTP 1.0, and
shouldn't be included in the 1.0 draft.
