For the record, the content negotiation subgroup _did_ produce a
complete set of differences in February.  The reason why the work of
the content negotiation subgroup did not get merged into the 03 draft
is an entirely different one: the negotiation stuff has not yet been
fully reviewed by the whole wg because all work on negotiation was
pre-empted by work on caching.
