A Tidied draft-16

Hi!

I ran HTML Tidy <http://www.w3.org/People/Raggett/tidy/> on draft-16
of DeltaV, and the results were 277kB rather than 1.4MB, and looked a
lot better in Opera than the original.

I generated the above link, using tidy.exe (at the top of the download
list in the Tidy homepage), with the parameters:
	tidy --word-2000 yes -m draft-ietf-deltav-versioning-16.htm

I'm sure there are more parameters that could be tinkered with, but
the above works for me.
