Concorde is an open source system (written in Java) that you can get from www.digitaldig.com. Currently, the semi-structured documents are assumed to be directories with files representing the unstructured part. But, the system is designed to support any other kind of semi-structured document. Since you will have access to source code, you will be able to extend it to support the semi-structured document that you have in mind in a month or two.
