    I will update the versioning protocol to say that:
      Cache-Control: no-cache
    is required in the response from methods that we identify as not
    being cacheable.

    HTTP allows all methods to be cached under specific circumstances.
    RFC 2616 section 13. Likelihood has nothing to do with it. "Pragma"
    isn't part of HTTP/1.1, use "Cache-Control".
    
    Extensions to HTTP/1.1 (such as WebDAV) should be made complaint
    to HTTP/1.1.
