Although I originally proposed the addition of the "-if-identical"
checkin policies, I'd like to retract that proposal. In particular,
I believe that the difficulty of saying "what it means to be identical"
(the issue raised by Tim) will result in these policies being useless
for interoperability, and that the best thing is for the client to do
the compare itself (using lower level primitives).
So if nobody objects, I'd like to remove these two checkin policies from
the protocol.
