Because it has limited usefulness ununiversally intranationally. So?

If ISO 10646 were really universal, why do you think JIS has to
develop a new set of Han characters, JIS X 0213?

National standard's body?

It is the agreement of JIS that JIS is not an organizaiton to define
what Han characters should Japan use.

It is defined officially by the ministry of education and practically
by all the users of Japanese.
